When a motion regarding the Humorous Speech Contest is called for by the Chair, a member of the DEC should choose either options A or B as his/her motion. The making and seconding of the motion will generate the discussion. If the chosen motion does not receive a second, the motion fails and the option not chosen becomes the action of DEC by default.

When making the motion, the maker need not include the phrase “which reads as follows” and need not read the complete resolution since it is provided to members in writing.

A. RE: Canceling Humorous Speech Contest

I move the adoption of emergency resolution A regarding cancellation of the 2020 District 33 Humorous Speech Contest, which reads as follows:

WHEREAS, The District 33 Council voted on September 28, 2019, to hold the 2020 District 33 Humorous Speech Contest; and

WHEREAS, All club-level, all area-level, and some division-level 2020 District 33 Humorous Speech Contests have been completed; and

WHEREAS, There is a global pandemic caused by coronavirus (COVID-19) which affects Toastmasters International around the world; and

WHEREAS, The Toastmasters International Board of Directors has ordered that no area, division, or district event be held in person between now and June 1, 2020; and

WHEREAS, The Toastmasters International Board of Directors has authorized each District Executive Committee to determine whether they will continue to conduct or cancel Speech Contests for the 2019–2020 contest cycle; and

WHEREAS, A significant criterion for judging the Humorous Speech Contest is the audience’s attentiveness, laughter, interest, and reception, which cannot adequately be judged through a virtual platform,

NOW THEREFORE, Be it resolved that the 2020 District 33 Humorous Speech Contest be canceled effective immediately.

B. RE: Continuing Humorous Speech Contest

I move the adoption of emergency resolution B regarding the continuation of the 2020 District 33 Humorous Speech Contest, which reads as follows:

WHEREAS, The District 33 Council voted on September 28, 2019, to hold the 2020 District 33 Humorous Speech Contest; and

WHEREAS, All club-level, all area-level, and some division-level 2020 District 33 Humorous Speech Contests have been completed; and

WHEREAS, The Toastmasters International Board of Directors has ordered that no area, division, or district event be held in person between now and June 1, 2020, because of coronavirus (COVID-19); and

WHEREAS, The Toastmasters International Board of Directors has authorized each District Executive Committee to determine whether they will continue to conduct or cancel Speech Contests for the 2019–2020 contest cycle; and

WHEREAS, There exists online platforms that can facilitate listening to, watching, and judging contestant speeches in a virtual setting, the contest participants being in any location,

NOW THEREFORE, Be it resolved that the 2020 District 33 Humorous Speech Contest continue through the division and district levels.

C. RE: Canceling International Speech Contest

I move the adoption of emergency resolution C regarding cancellation of the 2020 District 33 International Speech Contest, which reads as follows:

WHEREAS, The Contest Rules of Toastmasters International required that each District hold the International Speech Contest; and

WHEREAS, All club-level, all area-level, and some division-level 2020 District 33 International Speech Contests have been completed; and

WHEREAS, There is a global pandemic caused by coronavirus (COVID-19) which affects Toastmasters International around the world; and

WHEREAS, The Toastmasters International Board of Directors has ordered that no area, division, or district event be held in person between now and June 1, 2020; and

WHEREAS, The Toastmasters International Board of Directors has authorized each District Executive Committee to determine whether they will continue to conduct or cancel Speech Contests for the 2019–2020 contest cycle; and

WHEREAS, A virtual platform will not permit fair and impartial judging of contestants who present from different and varying locations without the benefit of uniform staging, background, lighting, miking, and the like,

NOW THEREFORE, Be it resolved that the 2020 District 33 International Speech Contest be canceled effective immediately.

D. RE: Continuing International Speech Contest

I move the adoption of emergency resolution D regarding continuation of the 2020 District 33 International Speech Contest, which reads as follows:

WHEREAS, The Contest Rules of Toastmasters International require that each District hold the International Speech Contest; and

WHEREAS, All club-level, all area-level, and some division-level 2020 District 33 International Speech Contests have been completed; and

WHEREAS, The Toastmasters International Board of Directors has ordered that no area, division, or district event be held in person between now and June 1, 2020, because of coronavirus (COVID-19); and

WHEREAS, The Toastmasters International Board of Directors has authorized each District Executive Committee to determine whether they will continue to conduct or cancel Speech Contests for the 2019–2020 contest cycle; and

WHEREAS, There exists online platforms that can facilitate listening to, watching, and judging contestant speeches in a virtual setting, the contest participants being in any location; and

WHEREAS, Toastmasters International has provided guidelines to facilitate uniform video production of contest presentations; and

WHEREAS, If District 33 cancels the International Speech Contest, members of District 33 would be placed at a disadvantage to Toastmasters in other districts who continue the International Speech Contest,

NOW THEREFORE, Be it resolved that the 2020 District 33 International Speech Contest continue through the division and district levels.
